BAGHDAD - Iraqi Prime Minister Haider al-Abadi has nominated Nazar Numan - a Kurdish geologist who is relatively unknown in Iraq's oil sector - to lead the Oil Ministry as part of a new Cabinet.

In an address to Parliament on Thursday, Abadi said he would reduce the number of government ministries from 22 to 16 by merging several portfolios, and proposed a new slate of ministers to compose what he has branded a "Cabinet of technocrats" - part of his administration's efforts to root out corruption and improve governance.
