New oil minister tapped in second try at Cabinet overhaul

Jabbar Allibi, a former director general of Iraq's South Oil Company (SOC), has been proposed as Iraq's next oil minister, as part of Prime Minister Haider al-Abadi's second attempt to reshuffle the Cabinet.

A list of several ministerial replacements was released Tuesday, a day after nearly all of the country's party leaders agreed to a government reform plan.
