BASRA - A $125 million expansion of Basra's Shuaiba Refinery is being held up by a financial dispute with the contractor, TechnoExport, further delaying much-needed expansion of domestic refining capacity.
Three Iraqi Oil Ministry officials have confirmed that the dispute is yet to be resolved, despite visits to the company's headquarters by the head of the South Refineries Company (SRC) in an effort to resume work.
