The Council of Ministers held its normal session headed by Prime Minister Dr. Haider al-Abadi.
The Council of Ministers decided to approve the needs of ministries and other departments not associated with a ministry for the PhD and master degree holders to their staff (more than 5% according to the cabinet's decision #196 year 2016) relying on the available database of the Ministry of Labor and Social Affairs, a committee headed by the Minister of Labor and Social Affairs to be formed up to implement the decision.
