UPDATE: Parliament met briefly Wednesday, but lost quorum before voting on the entire budget. It is expected to reconvene Thursday.
BAGHDAD - Parliamentarians representing the semi-autonomous Kurdistan region have succeeded at blocking a vote on Iraq's $118 billion 2013 budget, as a dispute over oil exports and payments to Kurdish oil contractors remain unresolved.
