ERBIL/BAGHDAD - Top leaders in Baghdad and Erbil have opened a fresh round of talks to resolve long-standing disputes over oil and territory, as new administrations in both capitals look to reset their relationship.
Iraq's federal government and the autonomous Kurdistan Regional Government (KRG) have attempted such strategic negotiations for more than a decade, but the renewed efforts are inspiring hope of a breakthrough because of both a recent reshuffling of leadership and a sense of financial urgency.
