BASRA - Oil Police arrested two men suspected of ties to the self-proclaimed Islamic State (IS) militant group Wednesday as they tried to enter the Shuaiba refinery complex in Basra.
The men did not appear to have the weapons or equipment necessary to perpetrate an attack, according to a police report obtained by Iraq Oil Report, and the incident raised several unanswered questions about what kind of plot, if any, the refinery might face.
