DUBAI - As chairman of the Kirkuk Provincial Council's energy committee, Ali al-Salhi's work is at the nexus of two of Iraq's most controversial dilemmas: defining the lines of authority over hydrocarbons management and navigating Iraq's territorial disputes.

A recently signed Letter of Intent between the Oil Ministry and BP for work in the Kirkuk field has again raised those issues in tandem.
