BAGHDAD - The new rapprochement between Baghdad and the semi-autonomous Kurdistan region hinges on the ongoing settlement of competing financial claims – and both sides are calling on one man to be a primary arbiter.

Abdulbasit Turki Saeed runs the Board of Supreme Audit (BSA), a more than half-century-old institution that receives little public attention but plays a critical role as Iraq's financial watchdog.
