BAGHDAD - In the wake of politically destabilizing protests throughout southern Iraq last summer, former Prime Minister Haider al-Abadi's government announced a multi-billion-dollar MOU with Germany's Siemens to deliver a holistic program to fix the country's failing electricity sector.
The Cabinet adopted the Siemens plan as the government's official strategic electricity roadmap, but that didn't last long. Newly confirmed Prime Minister Adil Abd al-Mahdi cancelled all decisions made by the previous Cabinet during its caretaker tenure, effectively undoing Iraq's formal endorsement of the roadmap.
