VIENNA - As the price of oil has dropped and violence in Iraq has worsened, the stakes have risen in the long-standing oil disputes between Baghdad and the autonomous Kurdistan Regional Government (KRG).
Both governments are suffering from acute financial crises and need money to pay salaries, provide services, and fund the war against the so-called Islamic State (IS) militant group.
