A 35-year veteran of Iraq's oil sector, Jabbar Allibi* has just taken the helm of an Oil Ministry buffeted by a financial crisis and political upheaval.
Low oil prices have put the squeeze on both the Iraqi government and international oil companies (IOCs), leaving both sides to seek an arrangement that will improve upon the technical service contracts (TSCs) that currently govern the vast majority of the country's oil production.
